
"Pobedilovo" needs 200 million rubles.
Today, at a meeting of a committee of the Legislative Assembly, they discussed the operations of Kirov Airport. First Deputy Chairman of the Government Alexey Zherdev said that after a major overhaul the situation has improved significantly. In particular, passenger traffic has increased. As of today, planes fly from Kirov to eight cities — Moscow, Sochi, Saint Petersburg, Naryan‑Mar, Kazan, Kaliningrad, Yekaterinburg and Mineralnye Vody. Zherdev also reported that the airlines Ikar and Nordwind have confirmed their intention to resume flights to Makhachkala in 2026.
The airport's revenues have increased 3.3 times in recent years. In 2025, revenue of 517 million rubles is planned. This is largely due to a sharp rise in revenue from state aviation flights for the purposes of the special military operation (forecast for 2025 — 185 million rubles). In addition, growth in non-aeronautical revenues helped: revenues from the business lounge grew 5.7 times, from parking 4.4 times, and from rentals almost twofold.
Zherdev also spoke about the average salary of Pobedilovo employees. This year it amounted to 50,672 rubles. That is much higher than in previous years, but lower than the regional average wage. "We will work on this," the deputy chairman promised.
As for taxes, this year the enterprise must pay 116 million rubles related to its main activities and 69 million rubles related to state aviation flights for the purposes of the special military operation. Zherdev noted that the Russian Ministry of Defense will definitely cover the costs of these flights, but that will be done in the next fiscal year, and not at the beginning but at the end of the year.
However, taxes must be paid now. Therefore, in 2025 the airport requires, in addition to the usual subsidy of 136 million rubles, another 64 million rubles for taxes. In 2026 Pobedilovo plans to request 136 million rubles from the budget, and from 2027 to break even thanks to funds from the Ministry of Defense. However, when that money runs out, it is unknown whether the airport will remain break-even.
