The State Housing Inspectorate of the Kirov region held a meeting with the managing organizations of the region, where they discussed the preparation of houses for the heating season, as well as the organization of tree care in the adjacent territories.
— Emergency trees in the adjacent territories pose a serious threat to the safety of residents of apartment buildings. The responsibility for the timely identification and elimination of dangerous trees lies directly with the management company," said Alyona Dudnikova, head of the GJI.
Natalia Skutina, a specialist in the Department of Environmental Protection and Green Construction at the Kirov City Improvement Directorate, said that trees with the following defects are subject to demolition: dry trees, trees with transverse cracks, as well as cracks in which a pencil is placed, trees with damaged roots, trees with a slope to residential buildings and playgrounds with a slope to 45 degrees, trees with multiple trunks and an asymmetrical crown.
The inspection specialists explained to the Criminal Code the procedure for conducting inspections and appealing inspection acts.
— The responsibilities of the management company are to ensure the safety of citizens and, if emergency trees are found, take measures to demolish them. This includes regular inspection of green spaces, detecting signs of disease, rot, dead wood and other damage that may cause the tree or its parts to fall. If an emergency tree is found, the management company should promptly arrange for its examination by specialists to confirm the danger and develop a plan for its safe removal," concluded Alyona Dudnikova.
Residents of the house who have discovered an emergency tree in their yard can contact the management company in writing or through the official website with the exact location of the tree and a description of the signs of danger (for example, trunk cracks, tilt, rotting wood).
