In July and September of this year, a 20-year-old resident of Kirov, while at home, persuaded two acquaintances, aged 15 and 17, to use drugs together. A criminal case has been initiated against him. He is suspected of committing an offense under paragraph “a” of part 3 of Article 230 of the Criminal Code of the Russian Federation (inducing minors to use narcotic drugs). The young man will soon be formally charged with the crime. The investigation intends to petition the court to impose a preventive measure in the form of remand in custody. An investigator from the Investigative Committee is establishing the circumstances of the incident and is collecting and securing the evidence. In addition, the investigation will assess the actions (or inaction) of officials of agencies responsible for preventing juvenile delinquency.
