Funds were allocated to the main areas: social policy (4.1 billion rubles), roads (3.8 billion), healthcare (2.8 billion), education (2.5 billion), agriculture (1.3 billion), housing and utilities (881.8 million), forestry (449.4 million), culture (175.1 million), sports (204.2 million) and tourism (74.4 million). Separately, the region received more than 13 billion rubles in subsidies.
Recall that in recent weeks the regional finance ministry concluded several loan agreements. Gazprombank will provide the region with 2 billion rubles at 19.5% per annum, Alfa-Bank — another 2 billion at 19.4%, and Bank Khlynov will issue 552 million at 19.2%. All loans are intended to cover the budget deficit and repay existing obligations. These are not the region’s first attempts to borrow: as early as October the finance ministry announced several auctions to obtain loans totaling 2.5 billion rubles.
Public debt continues to grow. As of October 1, 2025, it exceeded 23.5 billion rubles. The new draft budget provides for a further increase: by the beginning of 2027 the debt could reach almost 30 billion rubles, by the beginning of 2028 fall to 28.6 billion, and by 2029 decrease to 24.2 billion. However, even with these projections the region faces an annual deficit. For 2026 it will amount to 2.69 billion rubles. Only in 2027 and 2028 does the region expect to achieve a surplus. Notably, as recently as September the authorities planned a surplus in 2026 as well, but they later revised expenditures and the budget was back in the red.
The regional government emphasizes that part of the deficits is “financially secured” — through balances from previous years, treasury loans and future borrowings. Authorities also expect that own revenues will continue to grow, which will allow them to borrow less often. Nevertheless, as long as expenditures are rising faster than revenues, the region is forced to cover obligations with bank loans.
At the same time, the region plans large-scale infrastructure spending. Nearly 800 million rubles will be allocated for the construction of a bridge over the Cheptsa in 2027–2028. More than 1.3 billion rubles will be directed over the next two years to the reconstruction of the Kirov–Kotlas–Arkhangelsk road. In addition, Kirov will receive large subsidies for the Lipatnikov Avenue project and the construction of a tunnel in Novovyatsk, for which more than 6.5 billion rubles are budgeted for 2025–2028.
There is also room for more local expenditures. For example, in early November the authorities announced a tender for Kirov’s New Year decorations — nearly 9 million rubles will be allocated for garlands, light installations and festive decorations in Theatre Square and Spasskaya Street.
