
In Kirov, they continue to fight traffic jams.
On Tuesday, October 21, the Central Dispatch Service of Kirov’s urban passenger transport demonstrated how the intelligent transport system works. The event was attended by the Governor of the Kirov Region, Alexander Sokolov; the head of the city administration, Vyacheslav Simakov; and the first deputy chairman of the regional government, Alexey Zherdev.
The intelligent transport system is being integrated into the city’s infrastructure for efficient traffic management. It aggregates data from 163 traffic signal locations, 402 vehicle detectors, five technical sensors and two meteorological stations located at the Lenina–Profsoyuznaya and Vorovskogo–Popova intersections.
The system enables real-time analysis of road conditions, adjustment of traffic light phases and rapid response to incidents. The Traffic Management Center’s monitors display the current situation on the city’s roads — operators can make manual adjustments or switch individual intersections to adaptive mode.
As Governor Alexander Sokolov noted, the system helps not only to relieve congestion but also to improve safety: “The regional center is growing, new residential neighborhoods are appearing, and with them traffic intensity increases. Our task is not merely to build roads but to manage flows intelligently. The intelligent system analyzes the city online and helps make decisions: how a traffic light should operate, where to optimize turns, and how to organize traffic at complex intersections.”
After the adaptive mode was implemented at dangerous intersections (Vorovskogo–Vladimirskaya, Proizvodstvennaya–Moskovskaya), no further road accidents were recorded. The system also allows analysis of accident and emergency recordings — the cameras have already captured an incident of a vehicle striking a pedestrian.
One example of the ITS’s effectiveness is Ulyanovskaya Street, where a traffic light was reconfigured and an additional traffic lane was added: throughput has increased noticeably.
In addition, a “Green Street” mode has been implemented: in the morning traffic moves toward the center along Proizvodstvennaya–Shchorsa, and in the evening it moves out of the city.
Ten employees work at the Central Dispatch Service, monitoring the situation around the clock. The deputy director of the municipal enterprise “CDS GPT,” Alexander Balak, emphasized that the system is classified as critical information infrastructure: “The ITS has built-in cryptographic protection measures and has passed a vulnerability assessment. After that it will be put into industrial operation. In the future, law enforcement agencies and government bodies are planned to be connected to the system so they can receive data in real time.”
According to specialists, the software is fully Russian, and the equipment is planned to be replaced with domestically produced alternatives by 2030.
The intelligent transport system has already shown initial results: the number of accidents at several intersections has decreased, and peak-hour traffic has become faster and more stable.
