      Recall that in July the Legislative Assembly adopted in the first reading a bill presented by the Youth Parliament that proposes to prohibit residents of Kirov Oblast from smoking at bus stops and in their vicinity, in underground and enclosed above-ground crossings, and on the premises of mass events.

      Recently the bill's authors proposed penalties for violators. These would be fines of 1–3 thousand rubles. It is expected that local self-government officials will be the ones to catch those who like to light up.

      Deputy Albert Bikaluk called the initiative empty. He said the problem should be addressed not by bans (if only because the ban on drugs did not lead to a reduction in their use), but by excise taxes and raising the price of cigarettes and other nicotine-containing products. He added that low- and not-so-low-ranking officials certainly will not be running around the streets catching violators, and if they do, they will be unable to perform their primary duties.

      However, his colleagues disagreed. During the vote committee members supported the bill.
