Recall that recently the Governor of the Kirov Region, Alexander Sokolov, delivered an address to deputies, officials and public activists. Among other things he urged the Legislative Assembly to put forward an initiative to greatly toughen penalties for inducing women to have abortions. Since only days remained until the Assembly’s next session, the initiative was apparently “squeezed” into one of the bills submitted for consideration. As a result, deputy Sogomon Arakelyan introduced an amendment on abortions into a bill that increases fines for roofs not cleared of snow, parking on lawns and playgrounds, and littering. The amendment provides for fines of 1 million rubles for legal entities. Individuals face 5,000 rubles, and officials 50,000 rubles. The Legislative Assembly committee, which today considered both the bill and the amendment, approved them. The law could be adopted at the Assembly’s plenary session on Thursday in two readings.
