      Moscow and the Khanty-Mansi Autonomous Okrug — Yugra topped the ranking of Russian regions by lowest unemployment in the second quarter of 2025. At the bottom of the list is Ingushetia, where the unemployment rate reached 26%, RIA Novosti experts note.

      According to Rosstat, the unemployment rate in the country as a whole fell to a record 2.2%, which is 0.4 percentage points lower than in the same period last year. The number of unemployed decreased by 267,000 people, and the average job search duration was 5.2 months. The share of Russians seeking work for more than a year fell from 15.4% to 12.1%.

      In the Kirov Region the unemployment rate stood at 1.7%, placing the region 26th in the federal ranking. Compared with last year the indicator fell by 0.4 percentage points, and the average time spent looking for a job was 4 months, shorter than the national average.

      Experts note that low unemployment persists in many regions; however, some federal subjects, especially in the North Caucasus, are experiencing a significant labor shortage. Going forward a slight rise in unemployment is possible due to a slowdown in economic growth, but the indicator, specialists predict, will remain low — not exceeding 3%.
