      He reminded that in Saint Petersburg migrants were recently banned from working as couriers. Earlier the city introduced similar restrictions in the taxi sector. Such bans are already in effect in 32 regions of the country, including the Amur, Volgograd, Voronezh, Samara and Saratov oblasts, the Krasnodar and Primorsky krais, Sevastopol, Crimea and Yakutia.

      In addition, federal subjects may introduce mandatory certification for couriers and taxi drivers — including testing of Russian language proficiency and rules of public conduct.

      Among the new initiatives being considered in the State Duma are:

      a ban on courier activities for persons convicted of certain crimes;

      tougher penalties for delivering food without a medical certificate.

      According to Volodin, work on forming the legal framework in this area will continue.
