      An inspection showed that as a child the woman had been placed in a children's home after her mother was deprived of parental rights. Upon reaching adulthood, the guardianship authorities were obliged to provide her with housing from a specialized fund, but they failed to do so.

      Unable to defend her interests on her own, the person with a disability turned to the prosecutor's office. The supervisory authority filed an administrative suit in court, demanding that the woman be included in the list of citizens in need of housing.

      The court found the prosecutor's claims lawful, and the Kirov resident was added to the list to receive an apartment.
