Subsidies, debts, and failures: in Kirov, the work of ATP and other city enterprises was criticized

      On the agenda are the operations of structures such as ATP, "Central Market," "Gordormostroy," "Gorelektroset," "Vodokanal," "KTS," and others.

      ATP: subsidies instead of efficiency

      One of the most heated discussions was led by ATP director Vladimir Byzov. He reported that the enterprise received 134 million rubles in subsidies from the budget for 2024, while the overall financial result was 69 million rubles. Without government support, ATP would have incurred a loss. Revenue indeed increased to 1.2 billion rubles (including bus and trolleybus transportation), but this was solely due to tariff hikes — passenger traffic remained unchanged.

      A pressing issue remains the personnel shortage: the lack of drivers and rising wage fund threaten the company's financial stability. Due to a shortage of its own vehicles, the enterprise leased 29 buses from KPAT and acquired 15 cars through leasing with administrative support. The total overdue accounts payable amount to 220 million rubles, including 130 million in overdue obligations. Deputy Vladimir Zhuravlev expressed outrage over ATP's dependence on external transportation. Participants of the commission also tried to clarify why, despite the critical shortage of resources (notably vehicles and spare parts), several units of transport are currently up for sale, which could have been returned to routes after repair. No clear answers followed.

      "Central Market" — no prospects

      Vladimir Suvorov, director of the "Central Market," reported a financial result of 20.4 million rubles — unchanged from last year. More than 130 violations from fire supervision authorities have been identified at the enterprise, many of which remain unaddressed. Rental sites are partly idle, some are listed for sale, but without success so far.

      Zhuravlev emphasized: "There are no prospects for street trade. It would be better to build a school on this site — that is a far more sensible use of the land." The lack of prospects for the "Central Market" was also confirmed by the company's director, who stated that the overall situation in the trade sector is currently difficult.

      Overall picture: chronic personnel shortage

      Almost all enterprises reported staffing issues. "Gordormostroy" faces a 12% staff shortfall, "Vodokanal" lacks 150 employees, and "KTS" is short by 30% of its total workforce. The same applies to "APT," which still relies on outsourced conductors. In response, companies increase wages but are unable to rectify the situation without a systematic personnel policy. Many enterprises are forced to reroute budget funds away from development toward current expenses and personnel payments.

      Some successes amid overall stagnation

      Some municipal enterprises show positive dynamics. "Vodokanal" reduced its debt load and completed the "Clean Water" project in Ganyino. The "Vyatka" hotel also demonstrated a high level of dividends but admitted to the failure of its restaurant construction project. Meanwhile, several enterprises, such as "VyatKomTorg" and "Sporting Goods," have been decided for liquidation due to inefficiency.

      Most large city enterprises operate through budget injections without demonstrating a sustainable economic model. Staffing shortages, lack of own resources, and weak planning are the main challenges highlighted by deputies.
