The government of the Kirov region approved the state program "Family and Children," which will come into effect in 2026 and will last for three years. Its implementation has been entrusted to the Deputy Prime Minister of the region, Svetlana Shumaylova.
According to the document, one of the main goals of the program is to improve the quality of life for families and to attempt to stabilize the demographic situation. Currently, the region faces a decline in birth rates, associated with a small number of women of childbearing age and the outflow of youth from rural areas.
As part of the program, authorities plan to modernize educational, cultural, and sports facilities — the region has over a thousand schools and other educational institutions, hundreds of cultural centers, and sports organizations. Most of these require repairs and equipment upgrades.
Additionally, the region intends to strengthen measures to support families and children. Tasks include stabilizing the demographic situation and encouraging birth rates, reducing social orphanhood, improving the quality of life for families with children, reducing child poverty, decreasing youth migration from small towns and villages, fostering a positive image of the family and responsible parenthood, and preserving and strengthening the health of women of reproductive age.
Special attention will be given to residents of rural areas and small towns. It is assumed that improving living conditions and access to social services will help reduce migration and preserve labor resources for agriculture.
By 2030, the authorities aim to achieve a stable birth rate — about 7,700 children per year — and to strengthen the institution of family and marriage in the region.
