Real estate transactions using biometrics: The State Duma adopted a new law

      The State Duma of the Russian Federation has approved a law allowing the use of biometric data for remote registration of real estate rights. The new procedure will take effect on July 1, 2026, according to the electronic database of the lower house of parliament.

      According to the document, Russians will be able to submit applications and related documents for state registration in electronic form — in the form of electronic images signed with an enhanced qualified electronic signature. An additional note about the possibility of submitting such documents will no longer be required. Identification through the Unified Biometric System (UBS) will be a prerequisite.

      As noted in the explanatory note to the law, such changes are aimed at simplifying and speeding up the procedure for registering real estate rights. Rosreestr recalled that as early as March 2025, up to 90% of registrations took place in a remote format, which became the basis for the introduction of new digital mechanisms.

      A separate written consent, as when working with an electronic signature, is not required — biometrics provides a high level of protection and automatic identity verification.

      Biometric technologies are already being used in the field of mortgages: the first housing loan using such data was issued in February 2024. The new law expands these opportunities to the full range of real estate transactions.
