The deputy criticized the Kirov Capital Repair Fund
Vladimir Klimentovsky, Minister of Energy and Housing of the Kirov region, spoke at the meeting of the committee, who said that the FKR program was formed in 2014 and is adjusted annually for the year ahead.
According to the minister, in 2024, 576 houses were repaired at the expense of the Capital Repair Fund: the Fund had to pay 5.5 billion rubles for the work carried out. Most of the obligations to contractors are to repair the facades of houses before the celebration of the anniversary of the city of Kirov.
As some deputies noted, they stated last year that the amount of work that was planned for last year could not be paid for: there were not enough funds in the Fund's account. The 200 million rubles allocated from the regional budget at the end of last year did not save the situation. To date, according to the faction of the Just Russia — for Truth Parliamentary Assembly, the overdue debt of the FKR to contractors amounts to 800 million rubles. 600 million rubles worth of work has been announced. A total of 3.2 billion rubles worth of contracts have been signed and payments have not yet been made.
UCC deputy Mikhail Kovyazin noted that they "warned that it was strange and wrong to hire so many houses on the eve of the anniversary." "But the officials wanted to show the picture. And you ask what the residents want. They don't want a beautiful facade, but rather that their roof doesn't leak, that the water supply, elevators work properly, and that the houses are warm. And facades are secondary. One gets the feeling that officials live in another world. The assessment of the work of the FKR, in my opinion, is unsatisfactory," Mikhail Kovyazin noted.
It should be noted that the regional government presented to the deputies a program to "improve" the work of the Federal Tax Service, which proposes to use bank loan funds in the amount of about 1 billion rubles, review the overhaul program for 2025-2026, and strengthen efforts to raise funds from the public. However, the deputies expressed doubts that the Capital Repair Fund will continue to work and repair 500 apartment buildings planned for the current year.
