The incident occurred on the morning of April 16, 2025. As follows from the official letter from the management company of UK 12 Months LLC, metal sheets were torn off during gusts of wind from the roof of an apartment building at 89 Vorovsky Street. One of them fell on a car parked in the yard. Fortunately, none of the people were injured.
The house is undergoing major repairs according to a regional program approved by the government of the Kirov region. The work is carried out by the contractor Moszhilstroy LLC, the customer is the Capital Repair Fund (FCR). According to the letters from the FKR, work began on the roof, facade, foundation and basement of the house in 2022, and it is planned to complete them in the summer of 2025. According to the construction control, at the moment, roofing work has been completed by 75%.
However, according to residents, the contractor may not comply with safety regulations. One of the residents of the house reported Newsler.ru that, according to the director of the management company, the torn sheets were not fixed at all: "He told me today that the fallen sheets were not fixed at all. But it's oral."
After the incident, the director of the Management Company sent employees to check the remaining roof fasteners: "Yesterday, the director of the Management Company sent his hard workers to check all the roof fasteners. They were using screwdrivers to tighten the roof sheets. He is afraid that he will be made extreme for all this "sur". Yesterday he was more constructive and talkative. That's why the wording in his paper is very streamlined."
According to the tenant, the injured car owner also noticed how the fallen sheets of iron were secretly and hastily taken away from the scene: "The neighbor, whose car the sheets fell on, says that while he was waiting for the district police officer to issue a protocol, he saw that representatives of the contractor, who were contacted by the FKR, came and quietly dragged away everything that had fallen. iron."
Residents note that representatives of the FCR did not come to the place, despite the incident: "The Director of the Criminal Code said that Sitnikov from the FCR refused to talk to him. The Foundation did not send its representatives yesterday. I got the impression that the director is scared and not happy that he took the side of the tenants."
One of the residents is already preparing an appeal to the Investigative Committee of Russia with a request to conduct an inspection on the grounds of a crime under Article 238 of the Criminal Code of the Russian Federation — performing work that does not meet the requirements for the safety of life and health of consumers.: "I intend to submit an application to the UK. We are talking about a direct threat to the lives and property of the residents. It's good that no one was hurt. But he could. This is not just a matter for the contractor, but for the systemic responsibility of the FKR, supervision, and the Criminal Code."
The journalist Newsler.ru I tried to contact the representative of the contractor organization Moszhilstroy LLC, Arsen Daudov. However, when he heard that they wanted to ask him a question about the situation at 89 Vorovsky Street, he dropped the call.
In addition, the problem is not only in loose sheets: residents often suffer from leaks, and there are mountains of construction debris in the yard. The situation remains tense: residents of the house are demanding official explanations and guarantees of safety, as well as the completion of repairs on time. In the meantime, they say, they have to rely only on their own observations and verbal promises.
