New rules for the Criminal Code, banks, and participants in the Special Military Operation: what will change from September 1
We remind you that earlier we wrote about the first package of laws that will come into effect in September of this year. Thus, another part of the laws and amendments has been published, which will affect the areas of housing and communal services, financial security, social protection, and technological development. The list of innovations was published by the Chairman of the State Duma Vyacheslav Volodin.
Laws coming into effect on September 1
Management companies are awaiting new requirements
From September 1, licensing requirements for management organizations will be tightened. They will concern the professional qualifications of employees and material and technical support. At the same time, the time for making a decision on granting a license is reduced from 30 to 10 working days.
Funds from tariffs — only for repair and development
Heat supply organizations will be required to approve investment programs. Funds from depreciation included in tariffs can only be spent on the repair and development of infrastructure. This, according to the legislators' plan, should contribute to the modernization of heating networks.
Self-ban on gambling
Citizens will have the opportunity to establish a voluntary ban on participation in gambling. To do this, an application must be submitted through the MFC or the "Gosuslugi" portal. Also, advertising for gambling must now be accompanied by a warning about the possible onset of addiction.
Unified database of bank cards to combat fraud
A unified system for accounting payment cards, which are used to transfer funds, is being created in Russia. It will consolidate information about citizens' bank cards. The goal is to improve the effectiveness of the fight against financial fraud.
NGOs will confirm the authenticity of their pages through Gosuslugi
Non-profit organizations will be able to confirm the authenticity of their social media pages through Gosuslugi. This should increase the transparency of NGO activities and protect citizens from fraudsters acting under the guise of charitable foundations.
Guarantees for participants of the SVO in case of layoffs
Participants in the special military operation will have a preferential right to retain their jobs in case of staff reductions. The benefit applies to mobilized individuals, contract soldiers, and volunteers.
Development of artificial intelligence — at the legislative level
From September 1, separate provisions of the law on supporting the development of artificial intelligence technologies will come into effect. The law defines the conceptual apparatus and the powers of government bodies in the field of development, implementation, and application of AI models and is designed to ensure the technological independence of the country.
