Residents of the Kirov region will have their electricity charges recalculated.
According to the Housing Inspectorate, the inspection showed that residents of several houses were paying for electricity at the regular tariff, although by law they were entitled to a preferential rate. This concerns houses where stationary electric stoves are installed for cooking, and gas is used only for heating and hot water supply.
As a result of the inspection, the agency issued an order to the utility company to recalculate using a reducing coefficient. However, the electricity supplier disagreed and appealed to the court.
The company stated that since the house is connected to gas, it is considered gasified, and therefore there are no grounds for a preferential tariff. Additionally, representatives of the utility company referred to the social norm for electricity consumption. However, the court pointed out that such a norm is not established in the Kirov region, so this argument is irrelevant.
The arbitration court concluded that the right to a reduced tariff is directly related to the presence of a stationary electric stove. The use of gas for heating or hot water supply does not deprive residents of this benefit.
As a result, the utility company is required to recalculate the electricity payment taking into account the reducing coefficient. The court's decision has not yet entered into legal force and can be appealed.

The Arbitration Court supported the State Housing Inspection of the Kirov Region in a dispute with the resource-supplying organization and ordered the application of a reduced electricity tariff for residents of houses with electric stoves.
