On June 30, an extended meeting of the board was held in the Prosecutor's Office of the Kirov Region, chaired by Prosecutor Yuri Ryvaev. The main issue on the agenda was the enforcement of legislation regarding the maintenance of common property in apartment buildings and the territories adjacent to them.
The meeting was attended by relevant ministers, the leadership of the regional housing inspection, heads of municipal entities, as well as city and district prosecutors. Opening the meeting, Yuri Ryvaev noted that ensuring comfortable and safe living conditions for citizens remains one of the priority tasks for authorities at all levels. The Prosecutor's Office systematically supervises compliance with legislation in the housing and utilities sector and maintains constant interaction with local self-government bodies and management organizations.
At the same time, as noted at the board meeting, the number of citizen appeals and identified violations in this area remains high. Prosecutors regularly prevent instances of gross violations of the law, including the inaction of management companies. Among the high-profile examples are injuries to citizens during the winter period, when more than 100 people were affected by falling snow and ice. In Kirov, there was a case of snow falling on a young child — a criminal case has been initiated regarding this incident, and the prosecutor's claim for compensation is being considered in court. Additionally, the supervisory agency responded to the partial destruction of facade elements of apartment buildings in Kirov, Yaran, Sovetsk, and other settlements.
Participants in the meeting reported that, together with the state housing inspection and municipalities, they managed to develop approaches to improve the reliability of information about the housing stock in the state information system for housing and utilities, as well as to enhance the mechanisms for selecting and implementing management methods for apartment buildings.
The Prosecutor of the Kirov Region tasked the heads of relevant ministries and regional housing control with providing comprehensive methodological assistance to heads and specialists of local self-government bodies and forming a unified regulatory framework in strict accordance with federal legislation. This practice has been proposed to be extended to the training of public inspectors — their work is expected to increase the accountability of management companies in maintaining the housing stock.
During the board meeting, issues of activating technical monitoring of residential buildings, increasing the effectiveness of municipal housing control, and establishing interaction with the councils of apartment buildings were also discussed. Special emphasis was placed on the need to create registers of management organizations in municipalities, develop and update local tariffs to ensure the maintenance of common property. Particular attention was given to excluding cases where apartment buildings remain without a management or servicing organization, especially in anticipation of the upcoming heating season.
The board also noted positive dynamics: the number of houses left without management is decreasing, and work has intensified on recalculating payments for utility services in cases of improper provision. The practice of explanatory work with the population on issues of choosing management methods and controlling the activities of servicing organizations continues.
As a result of the meeting, a set of additional organizational measures aimed at strengthening legality in the examined area, improving the quality of housing and utility services, and protecting the rights of residents of the Kirov Region was approved.
