The Kirov region ranked 53rd in the regional rating by purchasing power.
Experts from RIA Novosti have prepared the seventh ranking of regions in Russia based on population income. The main criterion for ranking was the ratio of median per capita income to the cost of a fixed set of goods and services in each subject. The data is provided based on the results of 2025. Additional indicators used include the share of residents below the poverty line and its annual dynamics.
According to the study, the average Russian value of the main index was 2.19. Meanwhile, the gap between the leaders and outsiders in median income, as noted by experts, reaches almost six times — from 147.3 thousand rubles in Chukotka to 25.1 thousand rubles in Ingushetia.
The top spots in the ranking, as in previous years, were held by the Nenets Autonomous Okrug (3.99) and the Yamalo-Nenets Autonomous Okrug (3.98). The third leader was the Chukotka Autonomous Okrug with a result of 3.65. The top five also included the Magadan Region and Moscow. At the bottom of the table were regions with indicators ranging from 1.13 to 1.55. The worst result was recorded in Ingushetia (1.13).
The Kirov Region is in 53rd place on this list. Its ratio of median income to the cost of a fixed set of goods and services is 1.86. The share of the population whose income is below the regional subsistence minimum in 2025 was 8.1%. Over the year, this figure decreased by 0.7 percentage points.
For comparison: in the Russian Federation, the share of the poor in 2025 decreased by 0.4 percentage points and reached a historical minimum of 6.7%. The local maximum for this indicator was recorded in 2000, when 29% of citizens were below the poverty line.
The smallest share of the population with incomes below the subsistence minimum was recorded in St. Petersburg (3.3%), Tatarstan (3.3%), the Chukotka Autonomous Okrug (3.3%), and the Yamalo-Nenets Autonomous Okrug (3.3%). In Moscow, this figure was 3.8%.
The largest decrease in the share of the poor population in 2025 was demonstrated by Karachay-Cherkessia, Buryatia, and the Trans-Baikal Territory — minus 1.8 percentage points. Experts note that a noticeable positive dynamic was mainly observed in regions with an initially high share of the poor.
If the current dynamics of real income persist, analysts predict a further decrease in the poverty level by the end of 2026.
