In April of this year, the Investigative Committee reported the detention of Vitaly Melimuk, the deputy general director of the Patriot Park. According to the investigation, he received a bribe of 18 million rubles from the head of a commercial entity for general protection, assistance in signing contracts, and unhindered execution of work. This is not about small contracts. According to the investigation, contracts for servicing the park's facilities in the Moscow region and Kronstadt were valued at over 1.4 billion rubles. Melimuk allegedly demanded regular payments of 10 percent of the actual payment under the contracts. The investigation has already stated that it is identifying other individuals involved in the crime. And this raises an obvious question: could the deputy general director have independently built such a system at federal-scale facilities? The fact that the events relate specifically to the period of Igor Vasilyev's leadership is also significant. The contracts were signed in December 2025, when the park was already under his management. Moreover, this is not the first case where representatives of Vasilyev's inner circle find themselves at the center of high-profile corruption investigations. Residents of the Kirov region remember well the case of former deputy governor Andrei Plitko. A product of the Rosreestr system, like Vasilyev himself, he was considered one of the most influential members of his team. In April 2020, Plitko was caught red-handed while receiving a bribe. Later, the investigation uncovered an entire corruption scheme in the region's forestry sector. In August 2022, the court found Andrei Plitko guilty and sentenced him to 11 years in a strict regime colony, a fine of 25 million rubles, and a ten-year ban on public service. It is noteworthy that by the time the verdict was delivered, Igor Vasilyev was no longer working as the governor of the Kirov region. His powers were terminated in May 2022. Formally, it was said to be a resignation at his own request, but questions about the real reasons for his departure remain unanswered. Now the story seems to be repeating itself — the arrest of Igor Vasilyev's deputy for bribery. The investigation openly speaks of checking other possible participants in the scheme. It is possible that Vitaly Melimuk, upon learning of Igor Vasilyev's dismissal, will realize that there is no one to cover for him and will not remain silent. In this case, Andrei Plitko may also want to change his testimony.
