According to the report on the execution of the budget of the Territorial Fund for Mandatory Medical Insurance of the Kirov Region, the following indicators were established in the organization for the first quarter of 2026: revenues amounted to 8 billion rubles, and expenses were 6.8 billion rubles. The surplus reached over 1.1 billion rubles. The overall budget execution percentage is 25%.
The overwhelming majority of revenues came from inter-budget transfers (8 billion rubles). The Mandatory Health Insurance Fund also received income from various fines, penalties, and damage compensation (17.1 million rubles). The line "Income from paid services and state compensation for costs" shows an amount of 375.4 thousand rubles.
As for expenses, as mentioned above, 6.8 billion rubles (execution - 21.3%) were spent on healthcare activities as a whole. 18.4 million rubles (14.9%) were spent on personnel payments, 3.4 million (7.1%) on purchases, 85.7 thousand rubles (15.6%) on incentive payments to doctors for early cancer detection, and 447.3 million (24.8%) on the treatment of residents from other regions. Expenditures for co-financing hospital expenses for the salaries of doctors and nursing staff amounted to 633.6 thousand rubles (0.9%). Funding for additional types of medical assistance not established by the basic Mandatory Health Insurance program amounted to 74.3 million (46.1%).
