The convicted former official requested to reduce the deductions from 70% to 50%, however, the court sided with the bailiffs. According to the case materials, Bykov filed an administrative lawsuit against the officials of the Federal Bailiff Service of Russia, considering the refusal to lower the amount of deductions illegal. In court, a representative of the colony explained that previously 50% had indeed been deducted from the income of the former mayor, but after the accountant was held administratively liable, the percentage of deductions was increased to 70% starting from July 2025. The defendant's representative stated that reducing the deductions would lead to a significant delay in the enforcement of court decisions. As a result, the court denied Vladimir Bykov's claim, reports TASS. According to the court materials, damages are being collected from the former head of Kirov in favor of the city administration, the Joint Stock Company "Automobile Transport Enterprise," and the Investigative Department of the Investigative Committee of Russia for the Kirov Region. Recall that in November 2023, the Primorsky District Court of Kirov sentenced Vladimir Bykov to 8 years and 8 months in a strict regime colony and a fine of 3 million rubles for corruption crimes. The court established that from 2014 to 2016, he acted as an accomplice in fraud related to the embezzlement of more than 22 million rubles from the "Automobile Transport Enterprise." In addition, Bykov was previously found guilty in a case of land fraud in Victory Park. According to the investigation, as a result of the machinations, the Kirov budget suffered damage of at least 165 million rubles. Vladimir Bykov headed Kirov from 2007 to 2016, and then served as the chairman of the Legislative Assembly of the Kirov Region. In 2019, he prematurely resigned from his position, after which he was detained.
