At this official event with the North Korean ambassador in the State Duma, the head of the Communist Party faction in the Legislative Assembly of the Kirov Region, Sergey Mamaev, and the advisor to the deputy chairman of the State Duma's Agrarian Committee, Alexander Efremov, were also invited.
Ambassador Sin Hong Chol is one of the most experienced diplomats of North Korea. Before being appointed ambassador to Moscow, he served for a long time as the deputy foreign minister of North Korea.
In the context of active military-political rapprochement between Pyongyang and Moscow, Sin Hong Chol is a central figure conveying North Korea's official position in Russia. For instance, at a reception at the embassy in 2025, Russian Defense Minister Andrey Belousov personally thanked North Korean military personnel for their participation in combat operations on Russia's side, and the ambassador, in turn, confirmed that Russia's support is a "duty to brothers" for North Korea.
Sin Hong Chol is actively involved in developing bilateral relations, especially after the signing of the Comprehensive Strategic Partnership Agreement in 2024. Together with his closest advisor Kim Jin Hek, he has held numerous meetings with governors of Russian regions and federal ministers, participating in events with Russian leadership.
To this day, many ordinary people hold a biased opinion that North Korea is a backward and poor country plagued by hunger and devastation. However, this is not the case, believes the head of the "United Russia" faction in the State Duma, Vladimir Vasilyev. "I am convinced that relations between our states will develop on an upward trajectory... Multilevel cooperation—interstate, inter-parliamentary, and inter-party—creates a solid foundation for formulating a coordinated policy on the international stage. This format of interaction opens up wide opportunities for achieving significant results in key areas: economic development, social progress, and strengthening the defense potential of both countries," emphasized the faction leader. The head of the Communist Party faction in the Kirov Region Legislative Assembly, Sergey Mamaev, paid special attention to issues of cooperation in the defense sector between Russia and North Korea. The Kirov communist reminded that North Korean army fighters actively participated in clearing the Kursk region of Ukrainian neo-fascists. The operation to liberate the Kursk region from Ukrainian neo-fascists strengthened military ties between North Korea and Russia, and participation in it underscored the importance of the partnership between the two countries in the field of security.
The leader of the Kirov communists, Sergey Mamaev, invited the North Korean ambassador to visit Kirov and the Kirov Region on an official visit, where the Korean delegation would receive a warm welcome.
Alexander Efremov, advisor to the deputy chairman of the State Duma's Agrarian Committee, emphasized issues of economic interaction between the regions of Russia and North Korea.
Alexander Evgenyevich is well-versed in the specifics of economic and political processes on the Korean Peninsula. As part of his work with the United Nations, he visited the demilitarized zone (DMZ) at the 38th parallel, which divides North Korea and South Korea. Additionally, he has worked with research centers in both North Korea and South Korea.
North Korea is a promising market for Russian business in terms of investments not only in agriculture but also in industry. Currently, China is actively investing not only financial resources but also modern technologies into North Korea's economy.
However, investors and businesses from Russian regions cannot simply enter North Korea; there is a very delicate socio-political specificity. Therefore, contacts have been established with decision-makers in both the economic and socio-political spheres, the advisor to the deputy chairman of the State Duma's Agrarian Committee concluded.
