Today, April 23, at a meeting of the Legislative Assembly committee, Deputy Ravil Nurgaleev raised the issue of heating in Vyatskiye Polyany. We wrote about this in detail here.
In short: the networks belong to a bankrupt private enterprise, and they are almost completely worn out. The municipal enterprise rents and uses them but cannot repair them. For the municipality to receive funds for repairs, the property must be transferred to its balance sheet. This is the position held by the government. However, according to the deputy, the main creditors of the bankrupt enterprise ("Energosbyt" and "Gazprom") are against the transfer of the property. If we consider the option of providing compensation to the bankruptcy manager for the networks, the municipality does not have the funds for that.
In response to Nurgaleev's question about what the authorities plan to do about all this, the government replied that they strongly recommend the municipality to sue the debtor enterprise and demand the seizure of the networks from its ownership and their transfer to municipal ownership. The deputy noted that the issue needs to be resolved quickly — before the start of the next heating season. According to him, during the winter period of 2025-2026, there were 64 breaks in the heating networks in the city, and if nothing changes, there will be even more next winter.
