Recently, the Mass Communications Department of the Kirov Region announced a search for a contractor to provide services for covering the activities of government authorities in the media. The commission is currently summarizing the results of the competition.
Interestingly, the contractor must not carry out the task alone. The documentation published on the state procurement website states that they are required to "provide contracts with the founders of online publications, radio channels, and periodic print publications before signing the contract." Furthermore, the contractor must have at least four "controlled" media outlets where materials and, accordingly, funds will be shared. It gives the impression that the competition may have been "tailored" for one of the large holdings that have radio channels, print media, and everything else at their disposal. In any case, it will be much easier for such companies to meet the technical assignment requirements.
The technical assignment also states that by September 30, 2026, at least 240 materials must be published on the websites of at least four media outlets, and 300 posts must be made in "VKontakte" public pages. One print publication must contain 10 articles. Additionally, at least 300 posts must be published on the channels of at least two media outlets in the Max messenger. The technical assignment also includes a service for targeting 60 materials in "VK."
Particular attention should be paid to one of the points in the technical assignment, which states that government materials must not be published on resources that contain obscene language, resources that violate legislation, and... resources of an erotic nature. The reason for including such an unusual requirement in the technical assignment is unknown.
