"He was not that 'great manager', if, of course, we consider the appointment of the former head of the Ministry of Construction to the position of head of the October territorial administration, as Simakov probably thinks of himself. Although I can hardly name anyone else now who possessed such a level of knowledge and honesty. Yuri Nikolaevich himself has said more than once: 'It's not my job to check garbage and control papers,' but when he reported on construction, he was listened to. The departure of Beresnev is a huge loss for the municipality... And if there was no position 'in the city' found for him, although there were talks supposedly about his appointment as Simakov's deputy, then the municipal elite should have come up with one," says deputy Vladimir Zhuravlev, who has known Beresnev for many years.
As Zhuravlev explained, he does not know where Yuri Nikolaevich went: "Probably to private business," but he is sure that the loss of such professionals is accepted by officials who can only guess that this person possesses vastly greater knowledge and integrity. And against his background, many may appear unprofessional.
In response to Newsler.ru's question about the reason for the departure of the head of the October territorial administration, Vladimir Veniaminovich suggested: "I don't think that Beresnev, as many say in the city hall, was 'kicked out by Simakov'... He himself said two or three weeks ago that Vyacheslav Nikolaevich was giving him a hard time, but he wasn't being chased away... Especially since there is not even a real candidate for the now vacant position — we are already at the bottom of a staffing crisis. Perhaps Beresnev received some interesting offer, or he couldn't stand doing something he didn't love, or he got tired — the former Minister of Construction — of listening to empty words and being responsible for the mess he didn't create... As for me, he just got tired of everything, all together. So he left and took his knowledge and experience with him..."
By the way, besides the versions: "he left on his own" and "Simakov kicked him out," there is also the "electoral option," according to which Beresnev, as one of those responsible for the upcoming plebiscite, began to gain political weight. But his vision of "popular voting" fundamentally differs from the pre-distributed seats in the local parliament — in terms of the number of members of the "majority" and according to the degree of pocketing of "opposition parties." So, not knowing how to "work poorly," he doubted his ability to cope with the tasks set.
According to a source from the "gray house," Beresnev never felt at home in "Sokolov's circle," as he was treated, if not biasedly, then with obvious coolness — after all, he was "Churin's man" (Alexander Anatolyevich was the chairman of the Government of the Kirov Region from March 2019 to September 2022).

At the same time, Sergey Kravtsov, having confirmed that none of the promises previously made by the Kirov regional authorities to complete the construction, if not of all, then at least part of the schools by the end of 2024, were fulfilled, was very angry and skeptical like any deceived person. And the local authorities, "shoveling away from themselves," named "the most guilty official." But not the curators of the national project — Dmitry Kurdyumov and Alexey Zherdev, but the head of the Kirov Ministry of Construction, Yuri Beresnev.
Moreover, Yuri Nikolaevich, who headed the department since April 2023, was removed from his position not for Kravtsov's benefit — on the eve of the New Year, but back in... October. But not for "missing deadlines," but because he "didn't allow lying" about the "almost readiness for the commissioning of schools."
The haste of Beresnev's forced separation from the ministerial portfolio left no doubt in the "gray house" that the minister was "let go," not allowing him to work until retirement for about a year.
"Yuri Nikolaevich, as a builder 'from the ground up', had no equal then and now. And all his sin was that in response to the governor's and government promises — that schools would soon be commissioned, he spoke both behind closed doors and publicly about the impossibility of completing the construction," shares the opinion of a Ministry of Transport employee.
As the interlocutor explained, "due to Beresnev's fault," there were often "shameful blunders" that put the presenters promising golden mountains in an awkward position.
"For example, at a construction headquarters, Zherdev (former deputy chairman of the government) would say that 'we will soon hand over the school,' and Beresnev would say — 'nothing will come of it' and clearly explain the reasons, so that anyone would understand that Zherdev was quoting something from 'Harry Potter.' Or the general contractor would 'sing': 'Ah, we are at the final stage of readiness'... And the minister would respond: 'Why are you swearing for nothing — you have neither resources nor time.' He would even rudely ask why, as if to say, you are lying when you haven't even had a horse on the construction site? And the contractor, foolishly, would 'bleat in response' — whatever was ordered, that’s what I reported," noted the source from the Ministry of Construction.
As the interlocutor reasons, some found it funny, while others were writhing as if from holy water. But Yuri Nikolaevich was dismissed so that he would go "while the wind was without stones" along with his truth. And a stone hit him in the back four months later — in January 2025, when he was accused nationwide of disrupting the deadlines of the national project.

If someone says that Simakov hired the disgraced minister without the governor's recommendation, then everyone who 'knows Sima' will laugh heartily. So the big question is: Did Yuri Nikolaevich's conscience get to him? And he couldn't keep quiet, and didn't say the truth, thus unfortunately falling back into the category of 'disgraced'?
