Individual payment: from July 1, the rules for transfers via SBP will change.
Starting from July 1, 2026, it will be necessary to indicate the Tax Identification Number (TIN) when making transfers through the Fast Payment System (FPS). As reported by RIA Novosti, citing the head of the FPS department at the NSPK anti-fraud center, Nikita Yurkov, this measure is being introduced to combat "dropper" schemes. The TIN will need to be filled out for transfers and payments between individuals and between individuals and legal entities. It is reported that a dropper can change their phone number, reissue a bank card, open a new bank account, or renew their passport. The TIN, however, is virtually irreplaceable: it is quite difficult for an individual to change it. Recall that earlier, the Russian government approved a key parameter for future strengthening of financial monitoring. It has become known that starting in 2027, any citizen receiving more than 2.4 million rubles per year from other individuals without official confirmation of the source of funds may become subject to automatic checks by the Federal Tax Service.
