According to the approved Procedure, all municipal employees of the city administration are required to inform their employer of any attempts to induce them to commit corruption offenses — whether an offer of a bribe, mediation, abuse of official powers, or other unlawful acts. The notification must be submitted in writing no later than the next working day after becoming aware of the contact. If an employee was on leave or business travel, the deadline starts from the day they return to work.
The document sets out in detail what information must be included in the notification: the applicant’s and supervisor’s details, a description of the circumstances, information about the person who attempted to induce the law violation, the method of influence (threats, bribery, deception), and the official’s own stance — whether they accepted or refused the offer. All notifications are recorded in a special register, which is kept in the municipal service and personnel department of the Kirov administration for five years.
After registration, the information is forwarded to the employer’s representative, who within three working days decides whether to conduct an inquiry. The inquiry itself takes up to ten working days and includes interviews with the applicant, review of materials, and obtaining explanations. Based on its results, a conclusion is prepared and then sent to law enforcement agencies — the prosecutor’s office, the Ministry of Internal Affairs (MVD), or the FSB.
The Procedure separately enshrines protections for municipal employees who reported attempts at corrupt pressure. During the investigation they may not have their salary or bonuses reduced, be dismissed, transferred to lower-level positions, or subjected to disciplinary action without further review by the relevant commission.
