Residents of Kirov will be able to request a recalculation of heating charges.

      Residents of the Kirov Region are entitled to a recalculation of heating charges in several cases.

      The first is if the temperature in the dwelling does not meet the established standards. For a standard room the minimum temperature is +18 °C, for a corner room +20 °C. Deviations are permitted: the temperature may be up to 4 °C higher than the standard or up to 3 °C lower, but lower values are taken into account only at night from 00:00 to 05:00.

      The second case is if the duration of an interruption in the heating supply exceeds the norms. During scheduled repairs or force majeure, outages must not exceed a total of 24 hours per month. At the same time, heating may be turned off at once:

      up to 16 hours at temperatures from +12 °C up to the standard;

      up to 8 hours at +10–12 °C;

      up to 4 hours at +8–10 °C.

      The third reason for a recalculation is a prolonged absence of residents. If registered residents did not reside in the apartment for five days or more, a recalculation can be arranged, but not for more than six months of absence.

      An application for a recalculation can be submitted via the "Gosuslugi Dom" app, developed on the basis of the state information system for housing and utilities (GIS ЖКХ). The app is available for download on RuStore, the App Store, Google Play and AppGallery. The app was developed by JSC "Operator of the Information System" with the support of the Ministry of Construction and the Ministry of Digital Development of Russia.
