"'Clean Water' in Kirov Oblast is murky again: 14 million 'leaked'"

      The prosecutor’s office of the Sovetsky District of the Kirov Region found that in 2023 funding was allocated for the reconstruction of the wastewater treatment facilities in Sovetsk under the federal “Clean Water” project. The municipal contract envisaged the construction of reservoirs with pump stations and connection to the central networks. The completion date was initially set for November 2023 and was later extended to June 2024. But even by that date the work was not finished.

      According to the supervisory authority, the contractor received payment for part of the work and then spent 14.7 million rubles on unrelated purposes. The contractor has already been entered in the register of unscrupulous suppliers and fined more than one million rubles on administrative grounds. Now the matter has reached the criminal level: the inspection materials formed the basis for initiating a case under Part 1 of Article 201 of the Criminal Code of the Russian Federation — abuse of authority.

      Another contractor is now completing the facility. The wastewater treatment facilities are roughly 80% complete, but new funds will be required to finish the work — the issue of additional financing is planned to be considered in 2026, taking into account rising material and labor costs.

      Interestingly, the first warning sign occurred back in early October — the regional Accounts Chamber officially announced the start of an audit into the expenditure of funds allocated to the “Clean Water” project, and invited residents to send questions and comments directly to the agency.

      Inspection activities are currently ongoing. The prosecutor of the Kirov Region, Yuri Ryvaev, has already visited the site and held an operational meeting with the leadership of Sovetsk and the local branch of the Ministry of Internal Affairs.
