The RSA noted that the largest share of car owners with the maximum no-claims discount on OSAGO for the shifted calendar year from October 1, 2024 to September 30, 2025 was recorded in Moscow: here 51.7% of car owners have the minimum value of the bonus-malus coefficient. In second place are car owners in Saint Petersburg: 49.8% have the maximum OSAGO no-claims discount. Rounding out the top three is Perm Krai: 47.7% of car owners are accident-free.
Across the country, the share of car owners with the minimum bonus-malus coefficient is 39.6%.
In Kirov Oblast, the share of car owners who have the maximum OSAGO no-claims discount is 43.7%.
The lowest percentage of car owners with the maximum no-claims discount is in the Republic of Dagestan: 7.6%.
As reported by the Russian Union of Motor Insurers, from October 1, 2024 to September 30, 2025 the number of accident-free car owners increased in all regions. Across the country this indicator increased by 5 percentage points. "This means that more than a third of all drivers in the country have not been at fault in a traffic accident in the past 10 years," the RSA noted, adding that this positive dynamic is a direct result of the liberalization of OSAGO rates, since more and more drivers try to drive carefully and more responsibly and comply with traffic rules.
