The government proposed extending the parallel import mechanism for 2026.
The extension, as noted in the explanatory note, is necessary to mitigate the consequences of unfriendly actions by foreign states and international organizations. The parallel import mechanism allows goods to be brought into the country without the permission of the rights holder — this makes it possible to maintain the market supply of socially significant goods and reduces the risk of shortages, RIA Novosti reports.
Currently the government has the authority to approve a list of products to which certain provisions of the Civil Code on the protection of exclusive rights do not apply. This authority is in effect until the end of 2025, and the new bill extends it for another year.
In addition to parallel import, the document also extends for 2026 the government's authority to establish special rules in the areas of technical regulation, state and municipal oversight, licensing, accreditation, certification, registration, qualification examinations and the operation of permitting regimes. Specific rules on the circulation of medicinal products and medical devices are mentioned separately.
In addition, it is proposed to retain for the Cabinet the right to determine other effective dates for regulatory acts when this is necessary to adapt the economy to external constraints.
