A competition has been announced in the Sovetsky District for a new head of administration.
On VKontakte, in the public page of the administration of the Sovetsky District of Kirov Oblast, an announcement was posted about a competition for the position of head of the municipal formation. The district Duma adopted the decision to hold the competition on 27 November 2025. The competition itself will take place on 18 December at 10:00 in the small hall of the Sovetsk administration.
Applications are accepted from 1 to 12 December on working days — weekdays from 09:00 to 12:00 and from 13:00 to 17:00 — at: Sovetsk, 3 Kirova St., office No. 18. Applicants must submit a standard set of documents: passport, information on employment history, education, income and assets, criminal record certificates, as well as a declaration of the absence of foreign bank accounts and financial instruments.
The competition consists of two stages: a written test on knowledge of the fundamentals of state and municipal administration and legislative acts, and an individual interview in which candidates’ personal and professional qualities are assessed. Based on the results, the jury recommends two to three best candidates for appointment, who will then be considered by the district Duma.
Yesterday Marina Baranova, now the former head of the district, submitted her resignation. The Communist Party (KPRF) believes that her departure was the result of accumulated problems in district management. According to Sergey Mamaev, financial scandals and failures in the implementation of major projects had long been accumulating in the Sovetsky District. The communists are convinced that the situation was exacerbated by the influence of local interest groups and prolonged difficulties with the construction of social facilities. Mamaev emphasizes that residents are waiting not for a change of names but for a real renewal of the administration. As an example of systemic personnel problems, the KPRF also cites the situation in the Orlovsky municipal district, where Vladimir Konkov, elected by deputies, refused the post half an hour after the vote.
