The threshold for VAT payments by small businesses will be lowered — Putin signed the law.
The document was published on the official portal of legal acts.
According to the law, amendments will be made to the Tax Code. The income threshold will be reduced gradually:
from 2026 — to 20 million rubles,
from 2027 — to 15 million,
from 2028 — to 10 million rubles.
For entrepreneurs who become VAT payers for the first time, a moratorium on fines for initial violations is provided.
Prime Minister Mikhail Mishustin had previously announced plans to lower the threshold. According to him, the adjustments took business proposals into account — in particular, preserving the patent system for retail trade in rural and hard-to-reach localities, as well as preferential conditions for IT companies.
Finance Minister Anton Siluanov explained the threshold reduction by the need to combat illegal splitting of businesses and tax-minimization schemes. According to him, for companies with turnover not exceeding 10 million rubles the economic benefit of splitting “practically disappears.”
Recall that, as part of the tax reform, from 2025 organizations and individual entrepreneurs under the simplified tax system (STS) are recognized as VAT payers. At the same time, businesses with revenues up to 60 million rubles are automatically exempt from paying the tax. Reduced rates are provided for companies with turnover from 60 to 450 million rubles: 5% for revenues from 60 to 250 million rubles and 7% for 250 to 450 million rubles.
