The Ministry of Health "split" purchases of medical equipment
The Prosecutor’s Office of the Kirov Region checked compliance with federal legislation in the implementation of measures under the national project “Healthcare” and identified violations by the regional Ministry of Health.
As the supervisory authorities established, in 2024 the Ministry of Health purchased two robotic mechanotherapy devices with a total cost of nearly 800,000 rubles. The procurement was carried out from a sole supplier, and the ministry fragmented the government contracts, creating the appearance of separate procurements. This allowed the entrepreneur to obtain an unlawful advantage and conclude deals at the maximum possible price outside a competitive environment, which contradicts the requirements of the legislation on the contract system.
The prosecutor’s office challenged the procurement results in the arbitration court. The appellate court declared the concluded contracts invalid.
The court decisions that have entered into legal force became the basis for the regional office of the FAS to initiate procedures to return the funds to the budget. The medical equipment will remain in healthcare institutions.
