The budget was adopted, but the forecast wasn't shown: deputies in Kirov voted without the final version of the key document
On Thursday, 38 of the 40 deputies of the Regional Legislative Assembly (OZS) supported the Kirov Region's draft budget for 2026. However, as it turned out, they effectively voted without access to the updated action plan for the implementation of the Socio-Economic Development Strategy — the document with key indicators was approved on November 19, but officially published only after the session.
This plan, prepared by the regional government under the leadership of Chairman of the Government Mikhail Sandalov, contains detailed indicators calculated on the basis of the budget for which the deputies voted. And it is in this plan that a much more pessimistic picture of the region's future emerges than one might infer from the discussion of the budget law.
What the new plan shows: demographics and industry are declining
As reported on the Telegram channel "Toptygin," according to the document, even with full and successful execution of the budget, the Kirov Region faces further stagnation in a number of key areas:
- the number of marriages in 2026 is expected to decrease from 6,906 to 6,826
- the number of newborns — from 7,999 to 7,861
- the mortality rate will remain at 16.1, which will lead to a deterioration of the demographic balance: there will be 252 deaths for every 100 newborns (currently — 249).
The outlook for industry is also negative: a decline in the industrial production index is expected, primarily in the manufacturing sectors — key to the region's economy.
The document also contains positive expectations. For example:
- the share of young people who believe in the possibility of self-realization in the region should rise to 71.3%
- the share of graduates entering Kirov colleges and universities — to 55.5%
- the extent of video surveillance in publicly significant places will increase by 1.5 times
- the length of navigable sections of the Vyatka River — fivefold.
However, these indicators, as the authors of the post note, are "local" in nature and do not offset the risks related to demographics, industry, and territorial development. At the same time, the plan still lacks solutions to a number of critical tasks — for example, the level of gasification will not increase, and no new municipality will be added to the list of gasified areas.
