New fines, migrant controls and protection for heirs: which laws take effect in November
Today, November 1, the State Duma's website published a list of laws that come into force this month. More details about each of them:
Verification of subscriber information
From November 1, operators cannot service subscriber numbers for which the verification of information required by law has not been carried out. This also applies to the number of SIM cards. Recall that a provision previously came into force according to which Russian citizens may not have more than 20 SIM cards, and foreign citizens may not have more than 10. The law will enter into force on November 1.
Increased liability for preparation for the heating season
Fines will now be introduced for failure to eliminate previously identified violations during preparation for the heating season. For officials they will amount to up to 10,000 rubles, and for legal entities — up to 40,000 rubles. The law will enter into force on November 7.
Offenders who have fled abroad will be held accountable
The Prosecutor General's Office of the Russian Federation may send materials to foreign countries to bring to justice Russian citizens who have committed crimes and fled abroad. The law will enter into force on November 7.
Informing heirs about the deceased's debts
Heirs will begin to be promptly informed about the deceased's credit obligations. Notaries will have three days after the opening of the inheritance case to request information about the deceased's loans and microloans, and also three days after receiving this information to pass it on to the heirs. The law will enter into force on November 24.
Monitoring of migrants
Migrants lawfully present in Moscow and the Moscow Region as of September 1 of this year, but not registered with migration authorities, are required to apply to an authorized organization for registration by November 30 of this year. The provision will take effect on November 30.

Tightening of liability for foreign agents
From October 26, the condition that a foreign agent must commit two administrative offenses within a year for criminal liability to arise was removed. After a single violation of the rules governing foreign agent activities, or if there is a prior conviction for this offense, the next time the offender faces up to two years' imprisonment.
Support for families of participants in the special military operation
Family members of participants in the special military operation are exempt from paying state fees when filing court applications related to exercising the right to pension benefits for loss of a breadwinner. The law entered into force on October 27.
