The State Duma has authorized the use of reservists to protect critical infrastructure.
On October 28, at a plenary session, the State Duma of Russia adopted amendments to the legislation that allow mobilizing reservists of the Armed Forces of the Russian Federation to ensure the protection of the country's critical and life‑supporting facilities.
Under the new law, reservists — citizens who have voluntarily concluded a contract to remain in the mobilization manpower reserve — may be sent to special assemblies to guard such facilities by decree of the President of the Russian Federation. The procedure for holding the assemblies and for calling up reservists will be determined by the Government of the Russian Federation.

On October 28, the State Duma adopted, in the first, second and third readings, amendments to the legislation concerning the deployment of Russians who had voluntarily signed contracts to be part of the mobilization personnel reserve to protect critical infrastructure.
