As State Duma Chairman Vyacheslav Volodin noted, recruiters have recently been increasingly targeting teenagers and students, using social networks and online games.
"It is important to protect citizens, and above all children, from thoughtless acts," he emphasized.
According to FSB analysts, the average age of those involved in such crimes dropped from 38 in 2022 to 28 in 2023.
The document provides for a number of key amendments to the Criminal Code of the Russian Federation:
for inducing a minor to commit terrorism or sabotage — life imprisonment; repeal of statutes of limitations for all sabotage-related crimes; a ban on parole and suspended sentences for participation in sabotage communities; criminal liability from age 14 for intentional sabotage-terrorist crimes; expansion of liability for organizers of such communities — not only for their creation but for all crimes committed by them.
The adoption of the bill comes amid a rise in cyberfraud targeting teenagers.
Thus, in the Kirov region there has been an increase in cases of deceiving schoolchildren through dating services and messaging apps. Perpetrators, posing as new acquaintances, demand that victims send their geolocation, and then extort money and valuables, threatening "criminal charges" for alleged assistance in preparing a terrorist act.
