      At the same time, it is clarified that sending conscripts to the armed forces will retain a seasonal character and will take place twice a year — in spring and autumn, at the usual times.

      Key changes:

      Flexible conscription period: The presidential decree on the draft will be in effect from January 1 to December 31, which will allow military recruitment offices to systematize their work.

      Deadlines for reporting to a summons: The time to report in response to a summons from the electronic register cannot exceed 30 days from the date of its publication.

      New notification formats: Military recruitment offices will be able to issue extracts from the military registration registry both on paper and in electronic form.

      Expanded powers of commissions: Draft commissions, in addition to organizing medical examinations, will also be responsible for psychological selection.

      Special deadlines for being sent to service may be established for certain categories of citizens.

      Veteran status for fighters of assault units

      On the same day another law was adopted granting veteran status to fighters of assault units ("Storm‑Z") who served in the period from October 1, 2022 to September 1, 2023.

The State Duma approved a bill at its second reading that changes the procedure for conscription into military service. From January 1, 2026, a presidential decree in force for the entire calendar year — from January 1 to December 31 — may serve as the basis for conscription.
