The Audit Chamber found violations in the implementation of initiative projects in Kirov.

Recently KSP conducted an audit of the use of budget funds in 2023–2024 for the implementation of initiative projects to develop public infrastructure in Kirov. It should be noted that this concerns 180 projects, for which 202 million rubles were spent in 2023 and 108 million rubles in 2024.

In particular, KSP found that the authorities accepted and paid for works that were not actually performed, totaling 33.2 thousand rubles for two projects. These are the improvement of the adjacent territory at house No. 26 on Komsomolskaya Street in Lyangasovo and the “SportAccent” project. The rapporteur noted that for the first project the contractor reimbursed the cost of the unperformed works in the amount of 27 thousand rubles.

In addition, officials accepted and paid for play equipment whose dimensions did not meet the technical specifications, amounting to 1.01 million rubles for four projects: “With Love for Children,” “A Children’s Corner Close to the Heart,” “Treasure Island,” and “Keeping Up with the Times.”

Construction supervision was also not carried out for a number of sites. These are “Children’s Joy,” “Fileyka in Sport,” and “Happy Childhood.”

Under two contracts the contractors did not ensure the required thickness of the impact-absorbing surfacing. This concerns the projects “Children’s Joy” and “PROsport.” To date these problems have been rectified.

There were other violations. As a result, KSP issued formal recommendations to the responsible persons.
