The 5.7 trillion ruble financing gap will be covered through domestic borrowings, while funds from the National Welfare Fund are not planned to be used. Notably, the NWF itself will continue to grow and by the end of 2025 will reach 13.6 trillion rubles, which will amount to 6.3% of GDP.
"Priorities remain unchanged: affordable housing, transport infrastructure and strengthening defense capabilities," experts note, commenting on the allocation of additional appropriations.
Key funding directions:
• Mortgage programs will receive an additional 235 billion rubles
• Development of the transport system — 21.6 billion rubles
• Defense-industrial complex — 123 million rubles
• National projects — over 144 billion rubles
At the same time, appropriations to support regions, agricultural producers and measures to counter natural disasters will increase.
Adjustment of budget parameters will lead to government debt rising to 38.55 trillion rubles by the beginning of 2026, which corresponds to 17.7% of GDP — a relatively conservative figure by international standards, reports Kurs dela.
The bill, coming into force after official publication, demonstrates a strategic course toward preserving social commitments and infrastructure projects even in the face of declining budget revenues.
