The Ministry of Construction was accused of inflating the figures for resettled people.
According to Construction Minister Mikhail Skokov, under the old resettlement program for people from condemned housing (where buildings were declared condemned before 2017) 7,174 people were relocated from 3,240 condemned apartments. In 12% of cases people were given money to buy housing, in 25% apartments were purchased for them on the secondary market, and in 63% they were provided with new housing. The plan for this program was fulfilled at 101%.
The region is now beginning to implement a new program (where buildings were declared condemned after January 1, 2017). More than 545 million rubles are planned to be allocated for the first phase, including about 300 million rubles from the federal budget. With these funds the authorities want to relocate 259 people in 2026 from 52 condemned multifamily buildings in Kirov, Kotelnich, Slobodskoy, Murashinsky and Orichevsky districts.
Deputy Vladimir Ponaryev asked how it could be 101% if all condemned houses make up exactly 100%. “One percent — what is that, misuse of funds?” he asked. The presenter replied that the 1% equals 73 people who were additionally relocated by court order and whose housing was declared condemned after January 1, 2017.
The deputy asked another question: “Then why do you count this in the program if it is outside the program?” Skokov explained that these people were relocated under the old program, even though they do not actually belong to it. “Why do you always inflate the figures?” Ponaryev protested. He asked how many percent would remain if the 73 people were removed. The presenter said exactly 100.
The meeting also discussed unfinished buildings for resettlers. These are buildings in Kirovo-Chepetsk (39% complete), Sosnovka (52%) and Kosino in Zuevsky District (46%). Skokov said that lawsuits are currently underway against the contractor (one company is building all three buildings); in the meantime the sites will be mothballed, after the trials they will be inspected, it will be estimated how much money is needed to finish construction, and then attempts will be made to complete the buildings using regional and — if they are lucky — federal budgets.
