"Residents in shock": Novovyatsk residents complain about problems caused by the new tunnel
At today's meeting of the Duma commission, deputies discussed problems that have arisen during the construction of the tunnel in Novovyatsk. One of them, Alexander Nikulin, said that because of the tunnel it was decided to widen the roadway on Sovetskaya Street. The project is already ready and has passed the state examination. However, if it is implemented in its current form, the stop that was 30 meters from the two‑storey building No. 70 will be moved closer to it and will be 4–5 meters from the building.
"The residents are in shock," the deputy commented. He added that a noise barrier is also planned in front of the building, which will cover the entire first floor and will affect the building's sunlight exposure. In addition, Nikulin noted that, among other things, the builders are also working on the house's grounds, and are doing so without obtaining a permit for earthworks. In despair, the residents, whose interests they feel are being ignored, turned to television. "Will they even be able to live there? Maybe we'll have to relocate the residents?" the deputy asked.
The head of the Kirov administration, Vyacheslav Simakov, replied that, first, the situation is being constantly discussed with the supervisory authorities; second, the noise barrier will not affect the building's sunlight exposure; and third, the authorities will consider how to move the stop farther away. As for the earthworks, someone present noted that when the project was developed, the residents of building No. 70 allegedly had not registered ownership of the land. And that perhaps an easement will be imposed later.
Also during the meeting, deputy Gennady Plekhov complained that the works in Novovyatsk are being carried out in a dirty manner, and Nikulin added that not only is it dirty, but there are also no necessary barriers. Simakov suggested that the deputies go to the site with him and speak with the contractor. He also promised to report on the measures taken at the next meeting.
