The State Duma supported a bill on mandatory targeted training for students at medical universities.

      According to the document, a student must sign a contract within the first year of study if he has received an offer and meets the requirements of the contracting authority — for example, a regional Ministry of Health, RIA Novosti reports. The new rules also apply to those who have been reinstated after expulsion, transferred to a state-funded place, or who have terminated a previous contract.

      The bill provides for the financial liability of the parties: if the contracting authority does not provide the graduate with a job or terminates the contract, it is obliged to pay compensation and a fine in double the amount; if the student violates the terms of the contract or does not serve the required period, he will have to repay the cost of tuition for the first year and pay a double fine.

      In addition, graduates who have undergone accreditation for the first time will participate in a mentoring program in the healthcare sector for three years. The Ministry of Health will establish the specific rules for its implementation.

      As noted in the document, a graduate will be able to choose the region and the organization where he will work, provided it is part of the system for providing free medical care.
