In Kirov, the management company succeeded in having a fine for snow and icicles reduced.

      In March of last year in Kirov a special photo- and video-recording device called "Dozor" captured icicles and snow on the roof of the building at 16 Shironintsev Street. As a result, the commission of the Territorial Administration for the Oktyabrsky District held the management company — LLC "Housing and Utilities of the City of Kirov" — administratively liable and fined it 100,000 rubles. The management company went to court, asking that the ruling be declared unlawful and the fine overturned. Its representatives argued that devices of the "Dozor" type are a pilot project, so their data cannot be accepted as evidence. They also claimed that procedural violations occurred when the case was initiated. The court of first instance found that the management company had indeed committed violations, but that the fine was excessive. It was thus reduced to 50,000 rubles. The company attempted to change this decision in the Second Arbitration Court of Appeal, but it left the decision unchanged.
