      The head of the agency, Maxim Shaskolsky, said that as early as 2020 the volume of such expenditures amounted to only 2.4 billion rubles, but by October 2025 it had grown manyfold, BFM.ru reports.

      Most of the unjustified costs, Shaskolsky clarified, are related to the electricity sector — 16 billion rubles were excluded here. Second is heat supply (5.5 billion), followed by expenses in municipal solid waste management (5.3 billion) and water supply (2.1 billion rubles).

      The head of the Federal Antimonopoly Service emphasized that control over tariff formation remains one of the service's priority areas of work in order to prevent increases in utility bills due to improper charges.
