      On September 25 a bill by deputy Konstantin Russkikh was submitted to the Legislative Assembly. It proposes amending a number of regional laws and will come into force at the beginning of next year if the Legislative Assembly supports it.

      The document calls for extending the so-called "law on silence," in force in Kirov Oblast, to the period from 1 p.m. to 3 p.m. daily. During this time it is proposed to prohibit people from carrying out noisy work, playing loud music, playing musical instruments, shouting, whistling, singing, and so on. According to the author, adopting the bill will allow young children, elderly people, those forced to stay at home for treatment or rehabilitation, and night-shift workers to rest during the daytime.
