Welcoming the speaker and participants, the Dean of the Faculty of Construction and Architecture at VyatSU, Olga Sinitsyna, reminded everyone: "Vyatka State University carries out many projects in partnership with the Government of the Kirov Region, in particular with the Ministry of Construction."

Emphasizing the importance of the event, Olga Vladimirovna noted that the Faculty of Construction and Architecture trains specialists focused on the innovative transformation of the surrounding environment. Interaction with those who are currently leading these processes is of exceptional importance.

Opening the lecture, Amal Mukhamedovich dwelt on the concept of comprehensive territorial development, offering listeners a clear and accessible definition. Among the key components of comprehensive territorial development the speaker named planning and infrastructure, social development, environmental sustainability, and economic growth.

Amal Khachukov emphasized the modern challenges in territorial development, particularly urbanization, environmental threats, the complexity of financing and social inclusion.

Urban planning, public participation, environmental assessment, and innovative technologies — these and other tools and methods of comprehensive territorial development were examined during the presentation. Amal Khachukov also paid attention to the impact of comprehensive territorial development on quality of life, citing examples such as improved transport accessibility, the presence of a comfortable urban environment, increased economic activity, and social cohesion.

Amal Mukhamedovich reviewed trends and prospects for comprehensive territorial development in the region through 2030 and touched on the practical aspects of implementing the CTD mechanism in the Kirov Region.

Concluding the main part of his speech, Amal Khachukov summarized: "Comprehensive territorial development is the path to a sustainable future."

The discussion then moved into a dialogue. The students were interested in the presentation by the young official — they asked him many questions. The conversation was lively and informal. At the students' request, Amal Khachukov spoke about himself and the stages of his professional development.

He also urged the students to stay in their native region, assuring them that the Kirov Region has a great future.

During the conversation, Amal Khachukov asked questions about the Faculty of Construction and Architecture and highly praised the new master's program "Forensic Construction‑Technical and Valuation Expertise of Real Estate."

"The lecture was interesting, I learned a lot of new things about comprehensive territorial development. Such meetings are undoubtedly important. After all, the speaker has great experience; he can tell many interesting things. I really liked that the deputy minister told us about himself and how he achieved success. And he also gave us good advice," shared fourth‑year student Polina Petrik.
