The police, a hospital and the "Union of Paratroopers" may receive municipal premises.
Today members of the Kirov City Duma commission considered a number of issues concerning the transfer of municipal property. Thus, it is proposed to grant the Directorate of the Ministry of Internal Affairs of Russia for the Kirov Region gratuitous use of premises at 179B Lenina Street. There are two of them, they are small — measuring 13.7 and 7.5 square meters respectively — and are located on the second floor of an apartment building. On the same site, on the first and second floors, there are federally owned premises that have been transferred to the UMVD on the basis of operational management rights. The transfer is intended for accommodating agency personnel; the term is three years. The reason is an acute need for additional space. Their expenses will be covered by the federal budget.
In addition, it is planned to grant Kirov City Hospital No. 9 gratuitous use of premises at Mostovitskaya/Chistoprudnenskaya, 6/3. Previously a gratuitous use agreement was concluded with the hospital; it expires in October, and the medical institution has asked to extend the term by another five years. The 276-square-meter premises are located on the first floor of an apartment building and will house a family medicine clinic. Its costs will be covered by funds from the Compulsory Medical Insurance Fund (FOMS) and revenues from paid services.
It is also proposed to grant the Paratroopers’ Union gratuitous use of premises at 91A Vorovskogo Street. The term is three years, the area is 143 square meters, and it is located on the basement floor of the building. It should be noted that the Union received these premises in 2011; however, in 2022 the contract had to be terminated due to incomplete payment of utility bills. As of today the Union has repaid all debts. It plans to use the premises to collect humanitarian aid and to assist servicemen and their families. Maintenance is expected to be covered by grants and charitable collections.
Finally, the authorities want to grant the organization "Dorogoyu dobra" gratuitous use of a three-story building at 31A Profsoyuznaya Street. The term is three years, the area is 567 square meters, and the intended purpose is to organize workshops to work with adolescents and young people with mental disabilities. The organization plans to carry out repairs in the building. Its upkeep is intended to be financed by grants and charitable donations. The head of the Kirov administration, Vyacheslav Simakov, noted that they were never able to sell this building, so giving it to disabled children is not the worst solution.
